Harry Sanders was a quiet fellow of low regard. His socks were always mismatched. His tie always had stains of mustard and gravy on them. He made it a point to wear sneakers to office meetings, and on 'Casual Friday' he wore his pyjamas. His hair, a dull grey, was always greased back, making the creases on his forehead more noticable. Long story short:
Sherman was attacked and kidnapped and almost eaten by a Mongoose...
He managed to poison him and kill the Mongoose and was rushed to the hospital...
It was too late to save him entirely, so the best they could do, was fuse what was left inside...
So, he can use the arms and legs of his attempted killer, his tail is coiled up inside the skin, but it's all melted together by the stomach acid... or something like that...

So, to answer you question... he has arms because the doctors fused them to his body so he can use them and try to live a normal life...

YAY Sherman. I really like how you've done the gaping mouth as the hood for him, considering how a mongoose would appear after death.. love the curl of his tongue, too.
